U.S. House of Representatives Holds Hearings Today on FEMA, Self-Driving Cars

Two U.S. House of Representatives hearings of interest to the insurance industry are underway in Washington D.C. this morning, February 14, 2017.
Neither hearing includes witnesses with direct insurance industry ties, however.
The first, held by the Committee on Homeland Security: Subcommittee on Emergency Preparedness, Response and Communications, is entitled “The Future of FEMA: Stakeholder Recommendations for the Next Administrator.”
The hearing will be the first in a series intended to provide recommendations to the next Administrator of the Federal Emergency Management Agency (“FEMA”) from experts in emergency management. It is designed to facilitate an opportunity for stakeholders in the emergency management and first responder communities to provide their insights and what they believe should be priorities for the future of FEMA.

This morning’s second hearing, held by the Committee on Energy and Commerce: Subcommittee on Digital Commerce and Consumer Protection, is entitled “Self-Driving Cars: Road to Deployment.”
The following issues will be examined:
- How auto manufacturers and other entities are testing self-driving cars and automated vehicle technology.
- Projected timelines for the commercial deployment of self-driving cars.
- Challenges to testing automated vehicle technology.
- Infrastructure developments needed to facilitate the testing of self-driving cars.
- Federal and state oversight of the testing and deployment of self-driving cars and automated vehicle technologies.
- Privacy and security considerations in the testing and deployment of self-driving cars.
- Consumer engagement in the testing of self-driving cars.
