State Representative Mike Weinstein Files Bill Mandating OPPAGA Study on Constitutionally Required Per-Student Funding

State Representative Mike Weinstein of Jacksonville filed House Bill 565 today, January 31, 2011, that would authorize the Florida Office of Program Policy Analysis and Government Accountability (“OPPAGA”) to conduct a study to determine the minimum amount of per-student funding necessary to meet Florida’s Constitutional requirements.
Section 1 of Article IX of the State’s Constitution declares: “Adequate provision shall be made by law for a uniform, efficient, safe, secure, and high quality system of free public schools that allows students to obtain a high quality education.”
The bill defines the “minimum amount of dollars” per kindergarten through grade 12 student as a statewide average calculated for basic education programs.
Should HB 565 become law, OPPAGA’s report on its findings and determination must be submitted to Florida Senate President Mike Haridopolos and House Speaker Dean Cannon by December 1, 2011.
The bill would take effect July 1, 2011.
