State Representative Dan Gelber (D-Miami Beach), House Minority Leader, held a town hall meeting in Davie, Florida, on July 25, 2006 to discuss the insurance crisis in Florida. The event’s main speaker was Robert Hunter, Director of Insurance for the Consumer Federation of America, who gave a presentation regarding Florida’s insurance market. Mr. Hunter also fielded questions from the audience regarding the Democrats’ proposal to reform hurricane insurance.
The Democrats’ plan is a public-private partnership in which the State of Florida would provide a minimum layer of insurance coverage for all risks in the state. Private insurers would provide coverage above the state’s layer. The private sector would deliver both policies to the consumer, for an administrative fee. The plan restructures the current Cat fund and creates a new Florida Hurricane Insurance Fund. The goal of the plan is to depopulate Citizens Property Insurance Corporation and have it return to its status as the insurer of last resort.
