Recap: NAIC Property & Casualty Insurance (C) Committee Teleconference

On November 14, 2007, the Property and Casualty Insurance (C) Committee (“Committeeâ€) of the National Association of Insurance Commissioners (“NAICâ€) held a teleconference.
The Committee discussed and adopted the proposed amendments to the Guidelines for Regulations and Legislation on Workers’ Compensation Coverage for Professional Employer Organization Arrangements, known as the NAIC PEO Guidelines. Changes were made to section 12 of the Guidelines, and a draft with the section 12 changes is attached for your review.
The following matters were also discussed but not voted or acted on by the Committee:
• Auto Insurance for Grandparents Raising Grandchildren
o Vicki Bolton from Generations United led this discussion. Generations United is a national membership organization focused solely on improving the lives of children, youth and older people through intergenerational strategies, programs and public policies. Ms. Bolton informed the Committee of the need for insurers to be cognizant of the fact that with so many grandparents raising grandchildren in today’s society, insurers should be offering flexible automobile insurance policies.
• The Impact of technology Developments on the Classification of Building Materials as Non-combustible
o Steve Schecter made a presentation to the Committee regarding fire retardant technology materials. Apparently, there has been interest in Intumescent Fire Retardant Coating (“IFRCâ€) from a number of carriers. IFRC is used to treat wood in order to achieve the necessary flame spread rating to qualify as a non-combustible material consistent with filings already in place. Since some carriers prefer to address this with a new filing, Mr. Schecter requested that the Committee consider drafting a model filing to facilitate the advancement of this technology.
