Proposed Senate Appropriations Bills and Deadlines Announced

Florida Senate President Jeff Atwater’s Office released a memorandum to all Senators today, January 5, 2009, outlining proposed Senate appropriations bills and conforming bill amendment deadlines.

Senate Appropriations Committees will discuss the proposed appropriations bills on Wednesday, January 7, 2009.

MEMORANDUM

To:  All Senators

Subject:  Proposed Appropriations and Conforming Bill Amendment Deadlines
Date:  January 5, 2009

The proposed committee bill numbers for the adjustments to the approved operating budget for Fiscal Year 2008-2009 are:

  • SPB 8000-A – Education K-12 Appropriations
  • SPB 8002-A – Higher Education Appropriations
  • SPB 8004-A – Health and Human Services Appropriations
  • SPB 8006-A – Justice Appropriations
  • SPB 8008-A – General Government Appropriations
  • SPB 8010-A – Transportation and Economic Development Appropriations

The proposed appropriations bills and bills received by the appropriations committees will be placed on the agendas of the respective appropriations committees to be taken up by the committees on Wednesday morning, January 7, 2009. These proposed bills and any proposed committee substitutes noticed for the meetings will be available and distributed to your offices as early as possible on Tuesday, January 6.

Pursuant to Senate Rule 13.3, the notices of the appropriations committees will be posted at least 2 hours prior to the meetings, and the following deadline will apply:

All amendments to bills and amendments to proposed committee substitutes must be submitted to the appropriate appropriations committee staff no later than two hours after the posting of the committee notices. Amendments to bills other than appropriations bills must be in final form and barcoded when submitted.

The Policy and Steering Committee on Ways and Means will meet on Thursday morning, January 8, 2009, to consider SPB 8012-A – Special Appropriations Act, SPB 8014-A – Implementing bill for the special appropriations act and other bills referred to and received by the committee. SPB 8012-A, SPB 8014-A and any proposed committee substitutes noticed for the meeting will be available and distributed to your offices as early as possible on Wednesday, January 7.

The Special Appropriations Bill for Fiscal Year 2008-2009, Senate Bill 2-A, As Introduced, and the Appropriations Implementing Bill, Senate Bill 4-A, As Introduced, will be available for distribution on Thursday, January 8, 2009. The bills will be distributed to your offices in the Senate Office Building.

Senate Bill 2-A and Senate Bill 4-A will be placed on the Special Order Calendar to be considered by the Senate on Friday, January 9, 2009, along with the conforming bills.

Consistent with the amendment deadlines established in Senate Rule 13.8, the deadline for filing amendments to the appropriations bill (SB 2-A), the implementing bill (SB 4-A) and the conforming bills is the later of 5:00 p.m., Thursday, January 8, 2009, or two hours after the announcement that distribution of the bills, as introduced, has been completed. Amendments to the appropriations bill and the implementing bill should be filed in Room 201 Capitol.

Please contact the appropriations committee staff for assistance in drafting your amendments to ensure that your amendments accomplish what you intend and are technically correct.

Please remember that all amendments must be balanced. For an amendment to be balanced you must identify the specific appropriation line item number, the specific source of funding (general revenue or trust fund) within the line item, and the amount to be taken to fund your amendment. All amendments you request staff to draft WILL BE FILED FOR YOU, unless you request otherwise.
