Only in Florida: Battle over water, free speech pits billionaire vs. activist

Nobody can sell water without getting permission from one of the state’s five water management districts, which examine whether the proposed sale is for a “beneficial use” that’s “in the public interest.”  The Tampa Tribune’s Craig Pittman reports.
