OIR’s David Foy Joins Crist Team as Policy Director

The following information regarding the appointment of David Foy as Policy Director for the Crist Administration was released this morning by the Governor’s office.  Mr. Foy was formerly Chief of Staff for Florida’s Office of Insurance Regulation.

Governor Charlie Crist Announces New Policy Director

TALLAHASSEE – Governor Charlie Crist today announced David Foy will serve as policy director. Foy most recently served as the chief of staff for Florida’s Office of Insurance Regulation (OIR).

“David’s 10 years of experience in the public sector with the legislative process and policy development will continue moving us forward to achieve even greater things for the people of Florida,” Governor Crist said.  “I am confident that David’s commitment to the state and his experience will allow him to immediately begin contributing in a meaningful way.”

As OIR’s chief of staff, Foy has directed statewide advocacy efforts as well as the office’s $26 million budget since 2004.  Beginning in 2002, he served as the director of governmental relations at the Florida Department of Education where he developed the department’s legislative agenda and strategy.  Previously, he was executive director of the Florida Student Association, which represents students in the state university system, and coordinator of governmental relations for the Florida Board of Regents. 

“I am honored to join the Governor’s team and look forward to working to achieve the administration’s policy goals for the future of Florida,” said Foy. “It is a privilege to be part of such a successful administration, and I am humbled Governor Crist selected me to serve in this important post.”

From 1996 to 1998, Foy was assistant to the deputy director of the Florida Department of Insurance where he directed special projects and supervised the deputy director’s office.  He received his bachelor’s degree in political science and a master’s degree in public administration from Florida State University.

Foy will replace Chanta G. Combs, who joined the administration in January and served as policy director on the Charlie Crist for Governor campaign. 

“Chanta has served the people of Florida well, and I thank her for her dedication and service,” said Governor Crist.  “She has set a foundation in place of sound public policy that will continue serving our state well.  While she will be missed, I know that she will succeed in all endeavors she pursues.”
