OIR Public Hearing Recap: DMPO; Standards for Discount Medical Plans

On May 30, 2007, this office attended a Public Hearing on Proposed Rule 690-203.202, .204, .205 at the Office of Insurance Regulation (“OIR”) entitled “DMPO; Standards for Discount Medical Plans.”
Bob Prentiss, OIR Deputy General Counsel opened the meeting. There were no opening substantive comments from OIR representatives.
Three interested parties commented on the Proposed Rule. First, a representative from the Consumer Health Alliance expressed concerns that section 3(a) could be problematic because group plans whose charges collectively exceed $30.00 or $50.00 per month would have to file all charges even if the individual plans do not exceed that threshold. He further sought clarification on what “administrative costs” include.
A representative speaking on behalf of health maintenance organizations expressed those same concerns.
Also, a representative for prepaid health clinics requested that the OIR include additional consumer disclosure provisions.
OIR indicated that it would take those comments into consideration before adopting a final version of the Proposed Rule.
The record will remain open through June 9, 2007 if any interested party would like to submit formal comments.
