OIR Announces Staff Changes

The Florida Office of Insurance Regulation (“OIR”) has announced the following staff changes:
- Rebecca McCarley has been appointed deputy chief of staff
- Chris Bailey has been promoted to acting director of governmental relations
- Monte Stevens has been appointed acting cabinet and legislative affairs coordinator

Florida Office of Insurance Regulation Announces Staff Changes
TALLAHASSEE, Fla. – Florida Insurance Commissioner Kevin McCarty today announced the following staff changes at the Florida Office of Insurance Regulation (Office).
Rebecca McCarley has been appointed deputy chief of staff; Chris Bailey has been promoted to acting director of governmental relations; and, Monte Stevens has been appointed acting cabinet and legislative affairs coordinator. McCarley and Bailey report to Chief of Staff Audrey Brown. Stevens reports to McCarley.
McCarley comes to the Office from her most recent position as the legislative affairs director with the Florida Department of Management Services, serving there from August 2005 to October 2007. McCarley held the same title from February 2004 to August 2005 with the Florida Department of Lottery.
In addition, McCarley also has communications experience with the Florida Bankers Association and the Florida Medical Association, as well as working on political campaigns.
McCarley will oversee the Office’s market research and technology units, cabinet affairs, recruitment and safety and business development initiatives.
She holds a Bachelor of Science degree in communications from Florida State University.
Bailey joined the Office in June 2005 as the cabinet and legislative affairs liaison. Prior to that he was the special assistant to the Education Commissioner at the Florida Department of Education from August 2004 to June 2005.
Bailey earned his bachelor’s degree in history in 2003 from the University of Central Florida, and he has a master’s degree in applied American politics and policy from Florida State University.
Stevens comes to the Office from his most recent role as a senior legislative analyst in the Florida House of Representatives Majority Office, a position he held from January 2007 to November 2007. From September 2004 to January 2007, Stevens was the deputy director of legislative affairs at the Florida Department of Financial Services. And, Stevens served as the deputy director of legislative affairs for the Florida Agency for Health Care Administration from September 2003 to September 2004.
Stevens also has held several positions coaching and directing debate programs at Kansas State University, Harvard University and the University of Missouri-Kansas City.
He has a bachelor’s degree in political science from the University of Missouri-Kansas City and a master’s degree in communication studies from Kansas State University.
McCarley replaces Brown, who was promoted in November when previous Office Chief of Staff Dave Foy left to become Gov. Charlie Crist’s policy director.
