Florida Office of Insurance Regulation (“OIR”) Rule Development Workshop
The Florida Department of Financial Services, Office of Insurance Regulation has issued a Notice of Development of Rulemaking regarding the following Rules:
- 69O-163.0075: Term and Evidence of Insurance
- 69O-163.009: Determination of Reasonableness of Benefits in Relation to Premium Charge
- 69O-163.011: Credit Disability Insurance Rates
The Chapter applicable to the above Rules, Credit Life and Credit Disability Insurance, is being amended pursuant to House Bill 343, which became law on May 28, 2008. The bill removes the $50,000 limit for credit life, but does not remove the 10-year limit still contained in the law. Similarly, the bill removes the 10-year limit for credit disability, but does not remove the $50,000 legal limit.
The stipulation that a term of insurance shall not exceed 10 years (subject to certain restrictions under the term and evidence of credit life insurance) is now gone.
The revised Rules uniformly effect a 10-year cap for credit life insurance uniformly from the date of issue.
Also, the proposed Rules eliminate the previous loan repayment requirements.

OIR Hearing
The Florida Financial Services Commission, Office of Insurance Regulation has issued a Notice of Workshop Meeting regarding the following Rule:
- 69O-149.041: Marketing Communication Material and Marketing Guidelines (related to life/health insurance)
The purpose of the meeting will be to hold a public hearing so that the OIR can receive comments from the public and regulated entities on the Notice of Change published September 5, 2008 for this Rule.

Citizens Property Insurance Corporation (“Citizens”) Mission Review Task Force Meeting
The first meeting of the Citizens Mission Review Task Force has been scheduled to take place on Friday, October 10 at the Tampa Airport Marriott.
The Citizens Mission Review Task Force was created to analyze and compile available data and to develop a report setting forth the statutory and operational changes needed to return Citizens to its former role as a state-created, noncompetitive residual market mechanism that provides property insurance coverage to risks that are otherwise entitled but unable to obtain such coverage in the private insurance market.

SERA 2008
The Florida Office of Insurance Regulation is hosting the 2008 Southeastern Regulators Association (“SERA”) Conference on October 19-21 in Orlando, Florida at Disney’s Boardwalk Inn.
