Insurance Policy Electronic Delivery, Motor Vehicle Multi-Policy Bills Approved By Florida Senate Committee Today

The Florida Senate Committee on Banking and Insurance (“Committee”) met today, February 3, 2015. 

Led by Senator Lizbeth Benacquisto, Chairman, the Committee considered SB 202 relating to Insurance Policy Documents by Senator Bradley, which allows an insurer to electronically deliver a personal lines insurance policy to a policyholder if the policyholder elects that option.  The bill also would allow a Notice of Change in Policy Terms to be sent to policyholders separately from the Notice of Renewal Premium, and requires insurers to send a copy of the Notice of Change in Policy Terms to the policyholder’s agent.

The Committee adopted an amendment to SB 202 that would require policyholders to agree to any optional coverages that would increase premiums. 

Both the Florida Office of Insurance Regulation and an insurance agents’ association representative on hand indicated their support of the amended bill, which was unanimously passed as a Committee Substitute.

Senator Bill Montford presented SB 234 relating to Motor Vehicle Insurance, which deletes a prohibition against insuring four automobiles in a single motor vehicle insurance policy.  The Committee adopted a technical amendment to the bill and passed it unanimously as a Committee Substitute.

Three bills that would extend current public records exemptions were also approved:

  • SB 7008, which exempts from the public meeting requirements portions of meetings of the Board of Funeral, Cemetery and Consumer Services at which licensure examination questions or answers are discussed.
  • SB 7010, which provides a public records exemption to protect the examination techniques or procedures of the Office of Financial Regulation.
  • SB 7012, which provides a public records exemption for credit history information and credit scores held by the Office of Financial Regulation.
