House Surplus Lines Insurers Bill Considered on Second Reading

House Bill 853 by State Representative Pat Patterson was considered on second reading by the Florida House of Representatives today, April 23, 2009.  The bill, which is similar to Senate Bill 1894, provides that Chapter 627, F.S. does not apply to surplus lines insurers unless specifically stated, and also provides for retroactive application. 

On the House Floor, State Representative Patterson briefly explained that his bill includes minimal “consumer protection” provisions, as well as maintains the retroactivity provision. 

Two amendments by State Representative Rick Kriseman that would have added additional “consumer protections” and thus diminished the action of HB 853 were withdrawn. 

Without further debate, the bill rolled over to third reading.
