House Policy & Budget Council: April 23 Recap

The Florida House of Representatives Policy and Budget Council met on Monday, April 23, 2007 and discussed several items relating to insurance.
Below is a brief summary of the bills that were considered and the Council’s actions:

CS/HB 45 by Representative Adams relating to Workers Compensation/First Responders passed 25-2 with one amendment. The bill, as amended, allows first responders to receive workers’ compensation benefits for small pox vaccination complications and exposure to a toxic substance as employment-related accidents. The bill next goes to the full House.

CS/CS/HB 977 by Representative Gardiner relating to Primary Care Access Network passed 27-0 with one amendment. The bill, as amended, creates a pilot program for Manatee, Sarasota, DeSoto, Orange, and Pasco counties. The program provides for after-hours medical care at certain health care clinics for the employees of said clinics. The bill next goes to the full House.

CS/CS/HB 1223 by Representative Hays relating to Citizens Property Insurance/Task Force passed 22-4 with two amendments. The bill, as amended, creates a 17-member task force to review ways to return Citizens to a non-competitive entity that is the State’s insurer of last resort. The bill next moves to the full House.

CS/HB 1267 by Representative Robaina relating to Citizens Property Insurance Corporation passed 22-6 with several amendments. As originally filed, this bill increased Citizens role in the Florida insurance market beyond the provision of HB 1A. As amended, this bill appears to significantly diminish its original intent. The amendments that were adopted are being incorporated by House staff and we will provide a more detailed report upon reviewing their analysis.
