Health Rate Filing Standards Rule Hearing: June 25

Jun 25, 2008

On Wednesday, June 25, 2008, the Florida Office of Insurance Regulation (“OIR”) held a public hearing on the following Proposed Rules relating to health rate filing standards:

Steve Fredrickson (Assistant General Counsel) presided over the hearing.  Dan Keating and Jerry Smith also were present from the OIR.

The Florida Statute governing health rate filing standards allows for the establishment of procedures to be used in ascertaining the reasonableness of benefits in relation to premium rates and is being amended to clarify the standards for credibility in using company experience as support for rate filings.  Though these standards are in the present Rules, they have not been stated clearly enough to guarantee that the intent of the existing Rule is being met.  Consequently, these amendments will clarify the language.

The only comments made during the brief hearing related to timing issues in 690-179.0025 (6)(b)(1)(II) and 690-149.006 (23)(b)(II).

The record will remain open and written comments regarding the Rules will be accepted until July 7, 2008 at 5:00 p.m.
