Governor Crist Signs Six Insurance Bills

On June 27 and 28, 2007, Governor Charlie Crist acted upon a slate of bills. Of those bills, six are related to insurance, six were vetoed and one was automatically approved without his signature.Â
Below is a list of the bills and a brief summary of those relating to insurance:
House Bill 275 Relating to Vehicles/Mobile Homes/Vessels/Registration by Representative Mike Davis (R-Naples). This bill establishes an extended registration period and renewal period for certain motor vehicles and mobile homes; provides for semiannual, annual, or biennial renewal of motor vehicle and mobile home registrations; specifies that registration period for motor vehicle or mobile home may not exceed specified number of months; provides for disposition of biennial registration revenues, etc. The bill is effective January 1, 2008.
Senate Bill 992 Relating to Health Care Providers Licensure by Health Regulation. This bill provides for applicability of licensure requirements of health care providers under part II of chapter 408, Florida Statutes. The bill is effective July 1, 2007.
Senate Bill 2234 Relating to Regulation of Building Inspection Professionals by Senator Steve Wise (R-Jacksonville). This bill creates new provisions of the Miscellaneous Professions and Occupations law, regarding the regulation of home inspectors, mold remediators and mold assessors; authorizes the Department of Business and Professional Regulation to establish fees; provides for certification of partnerships and corporations offering home inspection services; requires home inspectors to maintain specified insurance policy; requires certificate of authorization for certain persons and entities practicing home inspections, etc. This bill is effective July 1, 2010.
Senate Bill 2858 Relating to Chiropractic Medicine by Senator Evelyn Lynn (R- Daytona Beach). This bill provides requirements for students regarding licensure as chiropractic physician by examination; revises provisions regarding chiropractic medicine faculty certificates; revises conditions under which certified chiropractic physician’s assistant may perform services; restricts place of practice of said physician’s assistants performing services under indirect supervision; provides requirements for proprietorships, etc. The bill is effective July 1, 2007 except as otherwise provided.
House Bill 7165 Relating to Hospitals by the Healthcare Council. This bill revises provisions designating disease classes; exempts certain cancer center hospitals from licensure restrictions; revises provisions regarding licensing standards for adult cardiovascular services; revises criteria for adoption of rules by AHCA; requires certain hospitals to participate in clinical outcome reporting systems operated by American College of Cardiology and Thoracic Surgeons Society for purposes of rule criteria, etc. The bill is effective July 1, 2007.
House Bill 7205 Relating to RV Manufacturers/Distributors/Dealers/Importers by the Economic Expansion & Infrastructure Council. This bill provides requirements for manufacturer/dealer agreement; provides requirements and procedures for termination, cancellation, or nonrenewal of manufacturer/dealer agreement by manufacturer or dealer; provides for change in ownership by dealer; provides for dealer to name family member as successor in case of retirement, incapacitation, or death of dealer, etc. The bill is effective October 1, 2007.
