Florida Office of Insurance Regulation General Counsel Steve Parton Named to New NAIC Surplus Lines Clearinghouse Implementation Subgroup; First Meeting Scheduled for February 1

Established at the January 6, 2011 meeting of the National Association of Insurance Commissioners (“NAIC”) Surplus Lines Implementation Task Force (“Task Force”) to focus on the operational details needed to create a national clearinghouse to implement the proposed Nonadmitted Insurance Multistate Agreement (“NIMA”), the NAIC’s Surplus Lines Clearinghouse Subgroup (“Subgroup”) will meet for the first time on February 1, 2011 at 2:00 p.m. (ET), during which members will discuss their charge, timeline and the attached outline for developing a surplus lines “Clearinghouse Plan of Operation.”
Florida Office of Insurance Regulation Steve Parton is among the new Subgroup members who will work on structuring the NIMA clearinghouse to receive and disseminate surplus lines premium tax and NIMA-related transaction data, among other functions.
Task Force Chairman Jim Donelon also has indicated that the Subgroup will develop the NIMA contract agreement that would be presented to participating states.

The clearinghouse outline to be discussed at the February 1 Subgroup meeting is reprinted below. Other attached meeting materials include the Florida Surplus Lines Service Office Revised Independently Procured Coverage Manual, as well as the procedures manuals for the Surplus Lines Association of Illinois and the International Fuel Tax Agreement. All of these documents have been referenced as benchmarks at some point during the NIMA development process.
