Surplus Lines Bills Accelerate
On Tuesday, April 21, 2009, Senate Bill 1894 relating to Surplus Lines by Senator Mike Bennett, was withdrawn from its final two committees of reference (General Government Appropriations and Policy and Steering Committee on Ways and Means) and placed on the Senate Calendar for second reading.
Its companion bill, House Bill 853 relating to Surplus Lines Insurers by State Representative Pat Patterson, was placed on the House of Representatives’ Special Order Calendar for Thursday, April 23.
House Amends, Passes HB 1171
After some debate, the House passed HB 1171 relating to Residential Property Insurance on third reading this morning, April 22. The bill would authorize certain insurers to use rates in excess of those filed that are otherwise applicable.
An amendment was adopted to HB 1171 that would authorize insurers offering insurance as a service to members of a non-profit corporation to also offer policies that would not be regulated for excessive rates. The amended bill passed by a vote of 105-13.
The companion bill, SB 2036, must pass the Senate Policy and Steering Committee on Ways and Means, or be withdrawn from that committee before it is heard on the Senate Floor.
