- Authorize the Florida Hurricane Catastrophe Fund (“FHCF”) to file a Notice of Proposed Rule for Rule 19-8.029, F.A.C., “Insurer Reporting Requirements,” and Rule 19-8.030, F.A.C., “Insurer Responsibilities,” and to authorize filing these two proposed Rules for adoption if no member of the public makes a timely request for a rule hearing. - Florida Division of Insurance Agent and Agency Services (“IAAS”) Rule Development Workshop; 9:30 a.m. Proposed amendments to the following Rules would incorporate recent legislative changes to Part VI of Chapter 626, Florida Statutes. To view the hearing notice, click here.
- 69B-220.051: Conduct of Public Adjusters and Public Adjuster Apprentices
- Proposed amendments would clarify the responsibilities and requirements of public adjusters and public adjuster apprentices, specify the terms and conditions of contracts, require the license number on advertisements, and prescribe practices to ensure fair dealing between public adjusters and claimants.
- 69B-220.201: Ethical Requirements for All Adjusters
- Proposed amendments would update the code of ethics for all adjusters, delete provisions that reiterate or paraphrase statutory material, and clarify the responsibilities and requirements of all adjusters.
- 69B-220.051: Conduct of Public Adjusters and Public Adjuster Apprentices

(Reimbursement Premium Formula) for Notice of Proposed Rule, and to file this Rule for adoption if no member of the public makes a timely request for a rule hearing. - Florida Division of Workers’ Compensation Rule Development Workshop; 10:00 a.m. Proposed amendments to Rule 69L-6.019, entitled “Policies and Endorsements Covering Employees Engaged in Work in Florida,” would provide a two-day period for an out-of-state employer and its workers’ compensation carrier to establish that the employer holds a properly endorsed Florida workers’ compensation policy. - Florida Office of Insurance Regulation (“OIR”) Public Rate Hearing; 9:00 a.m. Amica Mutual Insurance Company has requested a 24.4 percent overall rate increase for its homeowners line of coverage. The proposed rate increase would be effective May 1, 2012 for new business and renewal business and is not uniform. To view the hearing notice, click here.

Tuesday, April 17
- OIR Rule Development Workshop; 9:30 a.m. Pursuant to Section 627.410(6)(a), F.S., health insurers seeking to issue or renew health insurance policy forms in Florida must submit documentation (rating manuals, rating schedules, change in rating manual, change in rating schedule, etc) to the OIR demonstrating that the proposed policy or policy renewal’s premium rates are reasonable in relation to the benefits provided. Proposed Rule 69O-149.003, F.A.C. provides insurers with detailed rate filing procedures. To view the Workshop notice, click here.

- In Sections 634.011(7) and 634.041(12), F.S., the Legislature created a new category of Motor Vehicle Service Agreement Companies called “Motor Vehicle Manufacturers.” The purpose was to eliminate certain regulatory requirements for these large corporations under certain circumstances. Proposed amendments to Rules 69O-200.004,.005,.006,.009,.014,.015 address the legislative mandate to modify the Rules and forms to incorporate this new category.
- Section 627.062(6), F.S. granted insurers the right to arbitrate rate filing disputes with the OIR, as well as granted the Financial Services Commission the authority to adopt the referenced Rules regarding
- arbitration of rate filings. The law has been amended to remove the provision for arbitration. Therefore these rules are no longer relevant, nor does the OIR any longer have authority for such Rules. Consequently, these rules need to be repealed.
- Rule 69O-164.030, entitled “Application of Rule 69O-164.020 to Various Product Designs,” has been deemed unnecessary by the OIR and is proposed for repeal.
- Amendments to Rule 69O-137.001 would adopt the 2011 NAIC Quarterly Statement Instructions and the 2011 NAIC Accounting Practices and Procedures Manual.
