Florida House Speaker Designate Proposes New Commerce Committee to Oversee Insurance and Banking Subcommittee

The Florida House of Representatives’ Insurance and Banking Subcommittee would be under the oversight of a newly created “Commerce Committee” as proposed by Florida House Speaker Designate in a memorandum issued Friday, September 30, 2016.
The proposed committee structure that will be included in the proposed 2016-2018 Rules of the Florida House of Representatives contains two fewer committees than last term.
Notably, Speaker Designate Cocoran said his office will no longer make appointments in isolation, as had been the prior practice. Instead, he said the new leadership team will work collaboratively on the appointment of the committee vice chairs and subcommittee chairs.
His memo outlining the proposed House committee structure is reprinted below:

In preparation for the upcoming term, please find the proposed committee structure that will be included in the proposed 2016-18 Rules of the Florida House of Representatives. The structure contains two fewer committees than last term.
As a reminder, we will continue to adhere to the following timeline:
Leadership Offices: We will announce the House leadership team, including Speaker Pro-Tempore, Majority Leader and full committee chairs, no later than Wednesday, November 9, 2016.
House Rules: Our proposed 2016-18 Rules of the Florida House of Representatives will be available for your review no later than Thursday, November 10, 2016. The availability of the proposed Joint Rules will be determined in conjunction with our partners in the Senate.
Committee and Subcommittee Assignments: On Tuesday, November 15, 2016 you will receive an assignment preference form along with a description of the jurisdiction and function of each committee and subcommittee. We will not make assignments until after all committee and subcommittee chairmanships have been appointed. There will continue to be a fixed number of seats on each subcommittee and committee.
Committee Vice Chairs/Subcommittee Chairs: We will break with prior practice wherein the Speaker makes all appointments in isolation. Instead, the leadership team will work collaboratively on the appointment of the committee vice chairs and subcommittee chairs.
Member Training: We will provide comprehensive training for new Members, returning Members, and prospective chairs. New member orientation will take place November 15, 2016 – November 16, 2016. We will also have all-House training the week of December 5, 2016.
Organization Session: As specified in the Florida Constitution, the Organization Session of the Florida Legislature will occur on Tuesday, November 22, 2016 (the 14th day following the General Election).
Offices and Parking Spaces: You will receive temporary parking and temporary office assignments prior to the start of Organization Session.
Interim Committee Meetings: The schedule for interim committee meetings are as follows:
- Monday, January 9, 2017 – Friday, January 13, 2017
- Monday, January 23, 2017 – Friday, January 27, 2017
- Monday, February 6, 2017 – Friday, February 10, 2017
- Monday, February 13, 2017 – Friday, February 17, 2017
- Monday, February 20, 2017 – Friday, February 24, 2017
