Florida House Economic Affairs Committee Passes, Conforms Commercial Insurance Rate Bill (CS/HB 99) With Senate Version; Citizens Prohibited Activities Bill Also Approved

The Florida House of Representatives Economic Affairs Committee (“Committee”) passed several insurance-related bills at its meeting today, March 17, 2011:

To conform it to the Senate version of the bill, two amendments were adopted today to CS/HB 99, which relates to Commercial Insurance Rates.  The first amendment was supported by the Florida Office of Insurance Regulation (“OIR”) and clarifies references to “collateral protection insurance” within the bill.  The other amendment adds “burglary and theft” to language relating to the OIR rate filing.

With no discussion or debate on CS/HB 99 or its amendments, the bill was passed unanimously.

HB 4181 relating to Prohibited Activities of Citizens Property Insurance Corporation was passed as well, also with no discussion or debate.

HB 4087 relating to Traffic Infraction Detectors, however, generated substantial debate and accompanying testimony.  The bill was ultimately passed after its effective date was amended from July 1, 2011 to instead take effect upon becoming a law.
