Florida Health Insurance Advisory Board Reviews Affordable Care Act, Policy Deregulation

The Florida Health Insurance Advisory Board (“Board”) met in Tallahassee today, July 30, 2013, with Florida Insurance Commissioner Kevin McCarty presiding as Chairman.
Commissioner McCarty began the meeting by noting that the former Vice Chair of the Board had retired. Board member Adam Clatsoff was elected as the replacement.
Deputy Insurance Commissioner Wences Troncoso updated the Board on implementation of the Patient Protection and Affordable Care Act (“PPACA”). He outlined the major changes to the health insurance system that will be implemented on January 1, 2014, including the guaranteed issue of policies and the prohibition on rating for gender and pre-existing conditions. Mr. Troncoso noted that implementation of the employer mandate portion of PPACA had been delayed until 2015.
His presentation also included a legislative overview of SB 1842, which deregulates certain health insurance rates for the next two years, among other provisions.
Rebecca Matthew, Legislative Director for the Florida Office of Insurance Regulation (“OIR”), made a presentation to the Board on enhancements to the OIR’s I-File System. The changes, which were launched in April 2013, affect search functions.
Michelle Newel, Executive Director of the Board, reported that the Board’s Audit Committee selected an accounting firm to perform the organization’s 2012 audit and 2013 taxes. Mark McGowan was elected to chair the Audit Committee.
In her Manager’s Report, Ms. Newel noted that the Board was under budget for 2013.
With no further business before the Board, the meeting was adjourned.
