The Florida House of Representatives Policy and Budget Council met on April 5, 2007.
Three health care bills that we have been tracking on behalf of FAHU were taken up during the discussion.

HB 1121 by Representative Grimsley relating to the Florida Health Information Network Corporation
HB 1123 by Representative Grimsley relating to Public Records/Florida Health Information Network Corporation
HB 1401 by Representative Patronis relating to Access to Health Care

All bills were passed during the meeting and are progressing strongly through the Legislative Session. Following is a brief summary of the discussion on those bills.

HB 1121 by Representative Grimsley relating to the Florida Health Information Network Corporation creates said corporation as a public/private partnership that will establish a secure statewide network for the communication of electronic health information. The bill has support from the Governor’s office and several health care providers.
HB 1123 by Representative Grimsley relating to Public Records/Florida Health Information Network Corporation creates a public records exemption for said corporation for the following:
1. A patient’s medical or heath record;
2. Trade secrets as defined in the Uniform Trade Secreets Act; and
3. Any information received from a person from another state or nation or the Federal Government, which is otherwise confidential or exempt pursuant to the laws of that state or nation or pursuant to federal law.
HB 1401 by Representative Patronis relating to Access to Health Care expands the health flex plan eligibility from 200 to 250 percent of the federal poverty level. It additionally expands the population to include employees of a business if:
1. The employer group is not covered by a private insurance policy;
2. The employer group has not been covered at any time in the last 6 months; and
3. At least 75% of the employees have a family income equal to or less than 250 % of the federal policy level.
