Department of Juvenile Justice Legislative Budget Request

On Wednesday, October 31, 2007, the Department of Juvenile Justice (“DJJ”) made its annual Legislative Budget Request (“LBR”) presentation for Fiscal Year (“FY”) 2008-2009.

A copy of the DJJ presentation is attached for your review.

The LBR includes the following:

A total proposed budget of $824,297,263, which represents a 16.2% increase over DJJ’s authorized budget in FY ’07-’08, but does not take into account recent budget reductions from the recent special session.

The requested increase totals $105,378,154.

Following are the proposed budget components:

Prevention ($16.79 Million)

  • Increase gender-specific prevention services
  • Domestic violence intervention
  • Reduce school-related referrals
  • Reduce minority over-representation
  • Families In Need of Services (FINS)/Child In Need of Services (CINS) Expansion
  • Reduce gangs and violent crime
     

Probation ($7.07 Million)

  • Expand Redirection pogram
  • Include DJJ direct-care staff in Special Risk Retirement Class
  • Enhance quality of juvenile evaluations to ensure proper placement
     

Detention (General Revenue: $9.69 Million / Trust Fund: $11.33 Million)

  • Continuation of basic medical, mental health and substance abuse services in all 26 detention facilities
  • Inclusion of direct-care staff in the Special Risk Retirement Class
  • Fiscally-constrained counties detention costs
     

Residential ($56.29 Million)

  • Additional physician services
  • Increase qualifications for direct-care staff
  • Price level increase for private providers
  • Inclusion of direct-care staff in the Special Risk Retirement Class
     

Executive Direction ($4.18 Million)

  • Med Consult Line for DJJ Youth
  • Network infrastructure resources
  • Staffing for Bureau of Budget & Contract Administration
  • Additional audit staff in the Office of Inspector General
  • Agency-wide accreditation by the National Council on Accreditation
