Florida Commission on Hurricane Loss Projection Methodology Windstorm Mitigation Committee Meeting
The Florida Commission on Hurricane Loss Projection Methodology Windstorm Mitigation Committee (“Committee”) will meet on Friday, December 8 from 9:00 a.m. through 4:00 p.m. in the Hermitage Centre Conference Room, Hermitage Centre, 1801 Hermitage Boulevard, Tallahassee. The purpose of the meeting is to discuss the Committee’s draft report on recommendations for improving the process of assessing, determining and applying windstorm mitigation discounts, credits, rate differentials and other appropriate reductions in insurance deductibles. The Committee is required to present its report to Florida Executive and Legislative leadership by February 1, 2010.
DFS Rule Development–Workers’ Compensation Reimbursement Manuals
The Florida Department of Financial Services (“DFS”), Division of Workers’ Compensation will hold a meeting of the Three-Member Panel on Friday, December 18 at 1:00 p.m. in Room 116 of the Larson Building, 200 East Gaines Street, Tallahassee. To view a copy of the meeting Notice, click here.
The purpose of the meeting is to consider comments and testimony regarding proposed revisions to the Florida Workers’ Compensation Health Care Provider Reimbursement Manual (Rule 69L-7.020). The Panel also will consider authorizing rulemaking to update the Florida Workers’ Compensation Reimbursement Manual for Ambulatory Surgical Centers, 2006 Edition (Rule 69L-7.100).

OIR Rule Hearing–Mitigation Inspection Forms
The Florida Financial Services Commission, Office of Insurance Regulation (“OIR”) has issued a Notice of Proposed Rule regarding insurance premium discounts for hurricane loss mitigation. Amendments to the following regulation will be considered:
- 69O-170.0155: Forms
The amendments would revise Form OIR-B1-1655, entitled “Notice of Premium Discounts for Hurricane Loss Mitigation” and Form OIR-B1-1802, entitled “Uniform Mitigation Verification Inspection Form.”
The proposed revisions are based on changes that have been made to the My Safe Florida Home program and related experiences of the OIR, insurers and policyholders.
- Form OIR-B1-1655 is being revised to remove references to the free inspections and grants offered by the My Safe Florida Home program, since these are no longer available.
- Form OIR-B1-1802 is being revised to use terminology commonly used in the construction industry in describing the construction features to be inspected, as well as to require verification that the inspector actually conducted the inspection.
If a Rule Hearing is requested in writing and not deemed unnecessary by the agency head, one will be held at the date, time, and place shown below:

DFS Rule Hearing–Elevator Safety
To conform to law passed in 2006, the Florida Department of Financial Services, Division of State Fire Marshal will consider proposed Rules to extend the compliance date of Section 399.15, Florida Statutes (also known as Florida’s “Elevator Safety Act”) to October 1, 2009. Passed in 2001, the Elevator Safety Act requires that, in fire emergency situations, certain building elevators within each of Florida’s seven emergency response regions must operate with one master elevator key.
The proposed Rules to be considered are:
- 69A-47.013: Regional Access
- 69A-47.014: Compliance Dates
