Bills Presented to Governor Crist: June 5

The following bills insurance-related bills and others of interest were presented to Governor Charlie Crist on June 5, 2007. The Governor has until June 20, 2007 to sign or veto these bills. If the Governor does not act by that date, then the bills become law automatically.

 

House Bill 359 by Representative Rick Kriseman (D-St. Petersburg) Relating to Motor Vehicle Financial Responsibility. This bill requires proof of increased financial responsibility for bodily injury or death caused by owners or operators found guilty of, or who entered plea of guilty or nolo contendere to, regardless of adjudication of guilt, DUI offense or who had license or driving privilege revoked or suspended under specified provision; provides additional cross-references concerning motor vehicle security, etc. This bill is effective upon becoming law.

House Bill 25 by Representative Bill Galvano (R-Bradenton) Relating to Adam Arnold Act/DUI. This bill requires a court to sentence the driver of a vehicle to a minimum term of imprisonment if the person is driving under the influence and leaves the scene of a crash that results in death; requires the court to order the driver of the vehicle to make restitution to the victim for any damage or loss if driver leaves scene of accident that results in injury or death; requires the court to make payment of restitution condition of probation, etc. This bill is effective July 1, 2007.

House Bill 543 by Representative Juan Zapata (R-Miami) Relating to Pharmacist Kevin Coit Memorial Act. This bill authorizes pharmacists to administer influenza virus immunizations to adults; requires that pharmacists authorized to administer influenza virus immunizations provide evidence of current certification supervising physician; creates the Task Force for Study of Biotech Competitiveness, etc. This bill is effective July 1, 2007.

House Bill 1375 by Representative Mike Davis (R-Naples) Relating to Affordable Housing. This bill authorizes public housing authorities to create self-insurance funds and exempts said housing authorities from the assessments from Citizens Property Insurance Corporation and the Florida Hurricane Catastrophe Fund; requires certain counties to adopt a plan for ensuring workforce housing by specified date; authorizes local governments to elect not to apply transportation concurrency and impact fee requirements on accessory units on certain accessory dwelling units; requires local government’s land development regulations to maintain density for certain types of parcels zoned for residential use, etc. This bill is effective July 1, 2007.
