To the Honorable Governor Richard Scott,
The Certificate of Title Bill, SB 754, passed both the House and Senate during the 2014 Florida Legislative Session. I strongly oppose this legislation and ask you to veto it.
This bill would weaken the current law, which has been in place for more than 25 years. The current law requires vehicles that have been severely damaged to be branded “un-rebuildable” and obtain a Certificate of Destruction (CD) if the cost of repairing the vehicle is 80% or more of its retail market value.
My business and employees will be affected in a negative manner if you sign this into law. Higher salvage prices for the vehicles will reduce the number of vehicles I can afford to purchase, which will reduce my labor force, sales, and income.
Rebuildable Vehicles don’t receive any type of safety inspection, only a paper and visual inspection for theft prevention.
The Florida Panhandle recently had severe flooding. Many of these FLOOD VEHICLES could receive the rebuildable brand under this bill. The citizens need to be protected from purchasing a flood vehicle because of the electrical problems they will have.
I feel this is a bad bill pushed by companies seeking a financial windfall and poses a real threat to public safety. There are no benefits to the citizens of Florida.
Please VETO this Bill.
Respectfully,
